Equal opportunities for all children - COE

The Council of Europe has repeatedly drawn attention to discrimination against LGBTI children. Systemic, direct and indirect discrimination affects LGBTI people in areas such as legal standards, protections from violence, participation in society, privacy and family life and access to education and employment to varying degrees in all Council of Europe member states.

While the specific effects of these multiple discriminations of children and young people remain largely invisible in most research, surveys and mapping projects, the particularly heightened level of bullying and violence experienced by LGBTI young people in schools has been well established.

The limited availability of data presents challenges for policy makers and advocates regarding approaches, mandates and duties to children and young people.
